The Bay Area Rapid Transit (BART) system has 63 percent unused capacity on average in non-peak hours. Because of these conditions, it is imperative to explore transportation alternatives. Traffic congestion and trucking activities are increasing due to the rapid population growth and the expansion of the local, State, national, and international economy. It is also home to several freight generators, like the San Francisco International Airport the Port of Oakland and Oakland International Airport. The San Francisco Bay Area is considered to be a gateway for international air freight - receiving and exporting goods to and from many Asian countries.
